Yes, you have to wait for an exclamation mark to pop up. Some quests to start once you open the game. If it's one of these "auto-trigger" quests and it doesn't trigger for you when you open you game, try hard resetting the game by making sure it's not running as a background application, or restart your device.
Most quests are started via exclamation mark though and you have to follow a certain order.
