Ok, I see your point, but I only answered what I found on the page on Wikisimpsons (anyway I understand that dates are useless as characters don't get old throughout the years).

He was born before Homer so he is older than 40, Homer's age. How much older is unknown although it was probably only a couple of years.

Also, if a date is given in an official Simpsons media, it becomes official and that becomes their age as of 1989, due to the floating timeline.
