Smithers is stuck in the power plant on an error, how do I fix the error?

Smithers is stuck at the power plant doing a task which I didn't send him to do and now I can't tap the power plant or get Smithers out of there. It has been like it for 3 weeks

Try storing the Power Plant and Burns Mansion and bringing them out again.
