What do I do to get squid port? What is the quest?

I didn't finish a quest , and now i don't know how to get the squid port . I'm on level 30 . What do I need to do to complete it?

You must a) be at level 15 and b) have the quest "Squidport Pt. 1", which Homer gives. If that doesn't happen, follow the steps here.
