I have a similar issue: Lisa's recycled tower is locked, but not in my inventory. How do I unlock it?

You must have reached at least "The Prince and the Premise pt. 9" in the main quest line. After that, once you get 400 gold, you will get Recycled Castle in your inventory. Simply place it from there.
