Level 37 quests were skipped - can I go back and complete them?

All of the level 37 quests were somehow skipped over but it let me continue to level 40. Now i need bachelor arms apartments to continue but it won't let me build it. Is there any way to go back and complete previous level's quests?

Just keep plowing through quests and eventually, the old ones should trigger.
