How do I complete the Western Civilization quest?

Can you go back to quests to complete them?  I would like to get one of the characters from the Western Civilization quest.

If you mean Western Civilisation 101, you have to be level 23. This is a normal level quest so you should have it if you pass the level. If you meet these requirements, read the answer to this question.
