There's a fair way to obtain free donuts which is tapping homer 10 times when doing the mypad task (the one that lasts 45 seconds). Doing this you earn 10 donuts and the Jebediah Springfield Statue. However, this can only be done once.

Then there're the free donuts they give you on some holydays and festivities. Any other way of obtaining free donuts would be considered unfair and illegal, except from legally buying them in-game.

You also get donuts for leveling up, and through bonus levels. At the end of some quest lines too. A couple of temporary jobs may also result in donuts. You can also collect them from cleaning up Springfield. Once you get all Friend Prizes, you can get more free donuts from random chances of tapping buildings in friends Springfields. You can also sometimes get them in the Balloon Pop and rarely through Mystery Boxes which you can get every 5 days and Homer Buddhas which you can get through Mystery Boxes rarely.
