Is there a reason I have not got the Bad Cops pt. 2 quest for Eddie and Lou?

I am on level 35 and have not completed the bad cops pt.2 quest yet. I have the training wall and to the best of my knowledge have did the quest where you place the training wall.

The "Place Training Wall" and "Make Eddie Train for Action" is on "Bad Cops Pt. 3". You must unlock Eddie and Lou by "Place the S.W.A.T. Van" for complete "Bad Cops Pt. 2". The S.W.A.T. van is in your inventory.
