There are two kinds of these screens. One is the general Bart screen. The other says that this one's your fault. I'll assume you have the former.
It is likely there are problems with EA's servers. There's nothing you can do to fix this other than keep waiting and trying again. It's likely that you'll eventually get into the game. On rare occasions it might not fix though. You should try to force close the game, reset your device or uninstall and reinstall the app if this happens.
