Placed the two ballons, I'm not reaching up for level 43. Why?

Placed the two ballons, Game is not reaching up to level 43. Can't build the krusty wheel

It sounds like you haven't actually reached level 43 yet. You need to gain enough experience to get to level 43. You should then be able to place the wheel.
