I placed Boxingham Palace, why does it take me to buildings menu when I try to make Goblin Bart loot?

I have gotten the quest boxed in pt 2 but everytime I try to make Bart loot it sends me to the buildings menu. Any ideas

Goblin Bart is a skin of Bart. You need to have unlocked him first.
