I don't have a Stonecutter, can anybody tell me how to build Stonecutter?

I am level 13.  i notice some of my lower level friends have a stonecutter, while i don't.

What do i need to build a stonecutter? Is it still available?

You could only get the Stonecutters in thr Stonecutters event, which has now ended. There's no way of getting them any more.
