Wiggum house is still locked at level 29 and I already have the task asking me to build it.

im at level 29, im asked to build Wiggum house,  however when I click "do it" icon it takes me to the house but it shows that the house is still locked. Help please

Try doing a force close on the app and restart it. If that fails, try shutting down your device then restarting it. If it still won't work, try uninstalling and reinstalling. If you still can't buy it, you will have to contact EA help.
