I didn't get Blue Haired Lawyer. Why?

On The Simpsons: Tapped Out, I did part one of "The Devil Wears Blue" Quest, but didn't get Blue Haired Lawyer, or any subsequent quests on that part of the line. Then earlier today or late last night, I got part one of Scandalous Spending. Did I miss something that I need to get Blue Haired Lawyer and the rest of the "Devil Wears Blue" quest line?
