Mr Burns does not have the option to empty his pockets into the money pit anymore, I'm on level 3...what's wrong?

This is a commonly occuring bug. One possible fix is to visit neighbors and interact with them. Every 6 neighbors could fix the problem temporarily. However, this doesn't seem to work for everyone. Contact EA to notify them of the problem. The more people who contact them, the faster they'll get working on fixing it.
