Some characters arent listed in job manager. Why?

when i clicked the job manager and select them all to go on one or four hour jobs some of my guys stay arent selected to go. i have to manually select them. i did note most of them are kids but a few adults are too.

This seems to be a common bug. It's unknown when a fix will be released.
