I missed getting Rod and Todd in 2013, is there any way I'll be able to get them again this year? or any other time?

I started the game around 2013, but was too late to get high enough in levels to get Rod and Todd. But seeing as I missed it, I was wondering are they still able to be aquired when i hit the required level? or have I missed them compltely because they were for Valentine's day. I'd appreciate any answers that would help me. Thank you

Rod and Todd is still in the game and it will be giving to you when you has complete the walkthrough for the levels that takes you to level 32. The Kamp Krusty will not be given to you.

In fact, Rod and Todd were never available before Level 32. Sir Putt-A-Lot's was but Rod and Todd were added later.
