Guessing that what you're saying is in the right context in my mind, you don't have to spell a word with the rose bushes in Tapped Out. Many players have done that purely for decorational and aesthetic purposes - plus to have a little bit of fun while it is challenging to do so at the same time. The decorations in your town are up to you to present them how you like - if you want to spell a word with the rose bushes, to be ostentatious or even to be plain and simple condescending and arrogant, you can do so if you wish.
