In the 2016 Monorail update, why doesn't my dump generate jobs?

I'm stuck! I can't collect any recyclables because I'm out of trash cans, but the dump isn't showing any jobs. ( I never got the train depot last year)

Characters need to be free to do jobs at the dump. You need to have the right characters off jobs and then tap on the dump to send them on jobs.
